Andrew Emery
Director - INPlace Consulting
As an experienced placemaking leader Andrew has over 20 years’ success across both public and private sectors. As a consultant to some of the UK’s most innovative urban design and culture-led regeneration teams, he has a proven ability to shape vibrant, sustainable places.
Specialising in whole-place strategy development, public/private partnerships, planning, and programme delivery Andrew has secured over £52 million in capital investment, delivering 36 major projects spanning public realm and commercial development. His work has generated £9.8 million in additional revenue for essential Council services and helped sustain more than 900 jobs.
Andrew’s strengths lie in visioning, stakeholder engagement, business analysis, and commissioning. He is a confident negotiator and communicator, experienced in working with communities, businesses, elected members, and government agencies. Regularly representing Local Authorities at regional and national forums he has taken numerous projects from concept to completion and as a consultant to other councils, has helped unlock over £168 million of investment across the UK.

Jon Weaver
Director - Alpha1 Events
Jon has over 30 years’ experience supporting local authorities to develop year-round Tourism, Arts, and Culture strategies that deliver lasting social and economic benefits. He works collaboratively across public, private, and third sectors to shape inclusive, community-focused services.
At Bournemouth Borough Council, Jon led the creation of the town’s first integrated Leisure & Culture Strategy—an innovative framework aligning planning, conservation, sport, and health initiatives with asset improvement across parks, museums, and arts venues, while strengthening links to tourism development and destination marketing.
Jon has played a key role in shaping strategic priorities and stakeholder engagement across hospitality, arts, international education, and leisure contributing to the development of a ‘whole place’ Tourism Strategy.
Jon also has extensive experience in delivering major public events through close collaboration with businesses, organisations, and local communities, including the internationally acclaimed Bournemouth Air Festival.
Alison Gudgeon FRSA
Director: Curlicue Culture, Projects & Heritage
Alison is a Cultural Consultant who has supported heritage organisations since 2014, working across arts, culture, natural heritage, museums, galleries, and public spaces. She collaborates with a broad range of clients—from grassroots groups and local authorities to universities and national institutions—as both an independent consultant and project partner.

With a background in social research, Alison has extensive experience in developing and implementing bespoke evaluation frameworks for complex, multi-year cultural and heritage projects. She uses research, consultation, and engagement to shape strategic audience development plans and has led fundraising for major capital projects, including the creation of fundraising strategies. Alison has a strong track record of securing funding from major bodies such as the NLHF, Arts Council England, Historic England, and UK Government departments.

She supports cultural projects through their full lifecycle—from strategic planning and fundraising to evaluation and impact reporting.


Timo Peach FRSA
Cultural Consultant
Drawing on a lifetime of work as a music artist, performer, presenter, speaker and events creative Timo brings together ideas, stories, trends and possibilities helping create inspiring experiences in rooms and on screens.
With experience spanning science communication, public awareness and creative strategy for purpose-driven brands, Timo has helped leaders and organisations create experiences and events around the world with partners across many sectors, including placemaking initiatives, science foundations and public arts.
With a deep understanding of environmental issues and their opportunities at the heart of his work Timo’s gift as a storyteller is to change the energy around difficult and complex subjects often in traditional sectors.
Stevie Sainsbury
Consultant: Alpha1 Events
Stevie has over 35 years’ experience working in local government, including 15 years managing the Dorset Music Service, ensuring that music was accessible to all through close work with schools, communities, and local groups. This included the inception, planning, delivery and marketing of numerous major events, activities and international tours.
Her experience as a musical performer has enabled her to develop strong relationships across the arts sector enabling her to plan and curate arts focused festivals, engaging and working with a wide range of artists, arts organisations and groups, gaining an indepth knowledge of how the Arts and Culture sector works and thinks.
In 2021, following the pandemic Stevie led the curation, co-ordination and delivery of Festival Coast Live! a summer-long programme of events and activities in Dorset. . This involved liaising and engaging directly with a diverse and wide range of artists, performers, local community groups and clubs to deliver a programme of activities spanning the whole of the summer across three towns, involving over 15 different locations and several hundred performances. Part of her work involved developing and managing a Community grants programme for local artists, performers and entertainers and community events.
Stevie also has direct experience of organising and delivering a multitude of community engagement workshops in different areas and in the establishment of an Events Forum to develop a cultural and artistic programme of activity on Poole Quay in Dorset.
